Dear Senator Kennedy,
As leading electric vehicle (EV) charging businesses and proponents of transportation electrification, we write to express our support for Assembly Bill 862-A and its companion Senate Bill 2962-A to implement a Clean Fuels Standard (CFS) in New York. A CFS will help accelerate transportation electrification and reduce greenhouse gas (GHG) emissions from the highest GHG emitting sector in the state, putting New York on track to meet its goals under the Climate Leadership and Community Protection Act (CLCPA).
CFS programs in the US have proven to accelerate transportation electrification by increasing investment in EV charging infrastructure and supporting EV adoption. These programs work by sending a clear and effective market signal to prospective EV charging station operators that improves the business case for EV charging, thereby expanding private investment in EV charging. These programs also influence municipal and private fleet operators to transition fleets away from higher polluting fuels towards cleaner EVs by creating the necessary market signal to invest.
Clean fuels standards in California and Oregon have led to over 80 million tons of transportation GHG reductions, or 112% of New York’s emissions from transportation in 2016. With the adoption of a CFS, New York will see a significant improvement in public health, especially in our most vulnerable communities that live near highways or fleet depots and have been harmed by pollution for decades.
In addition to cutting down on GHG emissions and criteria air pollution, a CFS will stimulate local economic and job growth through higher investment in clean technologies. EV charging station deployments specifically require site planning and development, construction, engineering, and electrician services, all of which are relatively employment-intensive services that lead to local jobs in local economies. Encouraging transportation electrification will also lead to significant consumer savings from reduced fossil fuel and traditional vehicle maintenance costs.
Finally, a CFS will come at little to no cost to New York’s budget, while delivering significant financing for clean transportation and electrification projects. Over the past decade, US clean fuels programs have generated over $10 billion for low-carbon fuels and infrastructure, including over $1.25 billion for transportation electrification projects alone. A substantial share of this value has been earmarked for low-income and disadvantaged community reinvestment as well.
The EV charging industry stands behind a New York CFS, and we ask that you support bills A. 862-A and S. 2962-A to pave the way for a clean, healthy New York.
